I just upgraded to 10.12.4 on my Mac. I am now unable to activate Aperture as my desktop or screensaver. i have tried all three Repair and Rebuild within Aperture and it still does not work? What do you think is the problem and the solution?

Well i deleted the Photo library for apples photos then i got it back working
