I tried out Filterstorm. Unfortunately, Apple disables keyword search on iOS unless iCloud Photo library is enabled. This applied to search in Photos, Spotlight and Siri.
oh well, it is what it is. given that keyword search is disabled for non-iCloud Library Photo users, i not expecting this feature to come to iOS any thing soon. i not going to say it is crippled because I really do not know the internal working of Apple's indexing. all I know is that it is not working now.
on the bright side, i really like Filterstorm for its editing capability.
