Edit Presets… is grayed out? How bizarre. Save as Preset… would be grey if you had an image selected and nothing applied, but I can’t think of any situation where Edit would be grayed out too.
I assume you’ve restarted the app… try moving the preferences out (don’t trash them yet) and relaunching, and see if that help. They preference file is located in User / Library / Preferences / com.apple.Aperture.plist.
If that fixes it, great, open the Aperture prefs and restore your settings as you had them before. If not, let me know… I suppose rebuilding the library would be the next step, probably just permissions to start.
OH… do make sure you have an image selected. I just noticed that if NO images are selected, then the entire menu is grayed out.

The problem was I did not have a image selected.
