I have been managing my libraries based on clients, one library for per client or one library for a subject. So I have many separate libraries, I did this to reduce the size of one single library.
What I would like to do is have one library that references or selects images from all the other libraries in the same manor as smart albums. Is this possible, the single library would be a Portfolio highlighting selected images from the other libraries.

No, this isn’t possible. However you can use a tool like iMedia Browser to browse the content of any app that uses the Media Browser (iPhoto, Aperture, etc.). I wrote something up on it on my photo blog once ages ago; “A Media Browser for Multiple Aperture Libraries”.
I haven’t used it in ages, so no idea where the software stands today, but it’s worth checking out.
