Aperture can convert photo formats upon export. If you want the converted photo inside the library you have to export to the new format and then re-import.

Choose an export preset matching the format you want. You can also create your own preset.

In general, I use amoyshare photo collage maker to design my works, then search photo converter to change formats. There are many converter software online.
